HPYC MEETING: April 3, 2009
Present Officers: Commodore, Kenny “Brandywine”, Treasurer, Frank, “Peregrino,” Secretary, Connie “Sunlover” and Alternate, Don “No Se”. 28 members were present.
The meeting was called to order at 3:15 P.M. by Commodore Kenny.
Minutes: from the February 2, 2009 were read, a correction was noted past elections had been in December. In 2008 election was held March 30th. Elvin “Sealover” made a motion to accept the minutes, Nancy “Brandywine seconded. Minutes passed
Treasure Report: Frank reminded everyone making purchases for HPYC a Factura was needed. A copy of the HPYC hacienda number is available to anyone needing them, ask the secretary for a copy. The club house rent is paid for 6 month and deposit, electricity is paid through March also T-Shirts and Burgess are paid. A thank you to Alexander Ogilvie was noted for his assistance with the club house fianza with a membership to HPYC for 2009. Frank also reported on committed monies for Loreto Fest, Accountant and possible IVA owed to Hacienda. Elvin “Sealover” made a motion to accept the treasure report, Debbie “Ladyfish” seconded, passed.

NEW BUSINESS:
New Club House: A committee for club house improvement was asked for. Marsha “No Problem” said she would be chairwoman – Bill “Elusive” – Neil – “Neka” and Don “No Se” also volunteered to work on the committee.
Volunteers are needed to open the club house accessing the book exchange and the DVD library. Monday: Neil “Neka” – Wednesday – Don “No Se”
A motion was made to make Domingo – The HPYC nonprofit corporation President, Constanza “Head of Singlar” and Pedro “Porta Bella” HPYC members for the year, for all their assistance for Loreto Fest 2009.
The next yacht club meeting will be held in mid May after Loreto Fest.

HPYC NEW CLUB HOUSE: March 2, 2009
HPYC moved into its new club house. It is located on the ground floor of the Singlar building next to the Tienda. The DVD’s and Book Exchange are now located in the new club house. Hours when it will be open have not been set, the new club house has window space which will have notices posted, map of Loreto, and the new 2009 T-Shirt will be displayed.
HPYC Hotmail
The HPYC hotmail account has been restored to HPYC, after 10 days of 2 or more emails every day, a club member who helped find information about the HACKER, another club member that works for Microsoft and finally contacting an attorney at MSN, reporting to him the International Email Fraud. The HPYC web site is also back on line, it had been temporary closed till the problem could be identified and corrected.
HPYC MEETING: February 2, 2009

The meeting was called to order at 3:00 P.M.
Minutes: Alternate, Don reviewed the minutes from the November 9, 2008 meeting and a full copy of the minutes was made available for review. Members were advised that minutes are posted on the website for review as well. Kenny made a motion to accept the minutes. Second: Elvin. The motion was passed
Treasurer Report: Frank overviewed the current financial status of the club including outstanding donation pledges from Loreto Fest. These donation pledges will be honored as soon as possible; Commodore Ken and Domingo will make these presentations.
A Mexican bank account has been established. The current balance is: 128,684 P. The US account maintains a current balance of approximately $4000. Expenses and anticipated income considerations were discussed. Frank overviewed the budget for 2009. Adequate funds are available for Loreto Fest. The club currently has 324 paid members.
Frank responded to questions regarding the proposed sailing program for Loreto youth. Resolved, an important prerequisite must include swimming lessons; the majority of children in Loreto have not learned to swim.
The need for securing facturas (receipts) for all purchases was emphasized for all club related expenses. Frank made informational literature regarding facturas available to those who anticipate making any purchases in 2009. Taxes (IVA) in the amount of 10% is also assessed to the club on income such as revenue from Loreto Fest. Frank clarified, in response to questions, that paid IVA may be “recovered” (similar to a tax refund) every three years.
With no additional questions, a motion made by Kenny “Brandywine” to accept the treasure report was passed. A copy of the treasurer’s report is included as an addendum to these minutes.
OLD BUSINESS:
STATUS OF LEASE NEGOTIATIONS: Frank and Ken overviewed current negotiations with Singlar for space in the Singlar building. Pending formal approval from Mexico and Singlar, ideally, the space will serve as storage, house the club library and provide space for a “cruisers’ lounge.” Member response was positive. Discussion included the need to negotiate for use of upstairs space for larger meetings and brunches. An associated consideration might involve the club donating chairs to Singlar in exchange for occasional use of the upstairs facilities. Insurance needs are also being explored. Insurance is required. Additional discussion focused on procedures for making the library and “lounge” available. The need to establish “hours” was discussed. Several members suggested the possibility of rotating volunteers who could open and close the club facility; the suggestion was well received. All agreed “regular” and reliable times the space would be open was important. The morning “NET” was suggested as a possible forum to announce times the club would be open.
PROPOSED RULE CHANGE/OFFICER ELECTIONS: Discussion was invited regarding officer elections, which have typically been held in June. There was a general consensus that scheduling elections closer to Loreto Fest would allow for increased member participation. Ben’s (“Calliope”) motion to initiate a rule change moving the annual meeting and associated elections to mid May was seconded by Elvin “Sea Lover” and passed by majority.
NOMINATION COMMITTEE: Anticipating new officer elections this coming May and pursuant to discussion, a Nomination Committee was established (Motion: Elvin, second: Ben). Ken expressed appreciation to the following members who volunteered to serve on this committee: Vicki “Cat House,” Neil and Kaylen (“Neka”) and Janet “Mystical.” Ken volunteered to participate on this committee. Subsequent discussion suggested current officer involvement may not be appropriate and Ken respectfully agreed. Kaylen
LORETO FEST UPDATE: Loreto Fest Co Chairs Vicki “Cat House” and Brenda “No Se” overviewed efforts to date on Loreto Fest noting plans were “progressing well.” Meetings with Singlar addressing space considerations and optimistically, discounted moorings, have been very positive. Set up operations will begin Wednesday. The Chili cook-off on is scheduled for Thursday. Increased community involvement is a focus of this year’s Loreto Fest and Friday evening a Mexican fiesta is planned including our Mexican neighbors. The overall theme for Loreto Fest is the “Fifties” and a Saturday evening party will include “costumes” and a dance. The update was well received by members. Associated discussion highlighted the importance of establishing schedules for seminars, games, and activities as soon as possible to allow for maximum attendee participation. Vicki and Brenda encouraged members to assist in this event by chairing other committees. Sign up sheets were posted and will be available in conjunction with Sunday brunches. Resolved, a successful Loreto Fest is contingent on full club member participation.
COST INCREASES FOR FOOD AND BEVERAGES: Acting secretary, Don reviewed the resolution from the November 9, 2008 HPYC meeting to increase the price of beer, cocktails, and hot dogs to 15 P or $1.00 US. This decision was prompted by the increased exchange rate as well as the increasing costs of liquor, beer, and hot dogs. Members who had not been able to attend the November meeting questioned this decision and discussion was lively. Although the club decision stands, Ben (“Calliope’) offered to “research” costs and report back to the club at the next meeting for further discussion.
NEW BUSINESS:
MEMBERSHIP DUES: In light of increasing costs and the need for services and space that have previously been available to the club at no cost (i.e. API space for Loreto Fest, Club space for library, lounge, and storage, parking, utilities, and such) Ken proposed we raise dues from 100 P to 200 P. This topic generated considerable discussion. Questions were raised regarding reduced rates for those who might choose to pay for five years at a time or “lifetime” memberships for more substantial donations. Frank explained the newly evolving status of the club (AC) at this time preclude offering these membership options. While a number of members present opposed the notion of increasing the cost for membership, most agreed that the cost of joining HPYC is quite low compared to most other clubs. Further, the economy, increased costs and the need to pay for services that were previously available to the club at no charge are clear realities. The associated benefits of membership (Loreto Fest meals, enhanced club facilities, and support for charitable activities) were highlighted by a number of members. Motioned by Neil “Neka” and seconded by Darlene “Peregrino”this motion passed narrowly. Resolution: effective this year, membership rates will be 200 P per person.
CLARIFICATION OF RATES FOR SERVICES/ FACILITIES: Elvin “Sea Lover” overviewed the rates for services and use of the facilities at Puerto Escondido and Singlar/Fonatur including moorings, anchorages, landings, dry storage, parking, showers, laundry, fuel dock, water, internet and trash disposal. Boaters and drivers using the Singlar/Fonatur facilities (i.e. restaurants, store, laundry, will not be charged for parking or landings. Questions arose regarding parking for brunches or meetings. The general consensus was that once lease negotiations are firm and in place, members will be “clients” (or “customers”) and most likely not subject to parking fees. Elvin will research this question further. Elvin reiterated that being a member of the HPYC does not entitle members to free use of showers, laundry, landings, or trash disposal. A complete rate sheet was made available and is attached as an addendum to these minutes. Additionally, this information is posted on the club website for reference.
PROPOSAL TO PURCHASE ADDITIONAL T-SHIRTS: With minimal discussion, a proposal to purchase additional T-Shirt – Tank Tops and Burgees for 2009, using the same design as last year was passed. Frank stated these costs had previously been included in the 2009 budget.
PROPOSAL FOR HPYC PESO EXCHANGE RATE: Pursuant to discussion, it was resolved, at this time, to accept a 15:1 exchange rate for the Peso. Discussion acknowledged the current exchange rate is slightly lower but reached consensus that 15:1 is mathematically easier to calculate. Ken and Frank both shared views that should the exchange rate change significantly (lower or higher) the club will need to revisit this issue. Motioned by Elvin and seconded by Janet “Mystical,” this motion passed with three opposing votes.
Ben motioned to adjourn the meeting at approximately 4:30 P.M. Second by Nancy “Brandywine” and passed.

It is owned and run by Dennis and Susan Ross “Two Can Play” They will travel from La Paz to Cabo and La Paz to Puerto Escondido. Boats now can have their survey done in P.E. HPYC MEETING: November 9, 2008

Minutes: Secretary, Connie “Sunlover” read the minutes from the May 15th meeting. It was proposed rereading the May 15th minutes “Loreto Fest Suggestions” at a later meeting, closer to Loreto Fest. Any question on the minutes? Kenny made a motion to accept the minutes as read. Passed
Treasure Report: Kenny, “Brandywine” read the Treasury Report. We now have a Mexican bank account. The operating budget for 2008/2009 is 203,200 MN. Contingency for rent is 22,000.00 P; Kenny stated this figure will be talked about later in the meeting. "Patty's Opal" asked for a copy of the Treasury report. A motion was made by Kenny “Brandywine” to accept the treasure report. Passed
OLD BUSINESS:
ATCA: We now have legal club ATCA. Domingo of Domingo’s/El Nido’s is the president, Janet “Mystical” is secretary, Frank “Peregrino” is treasury, Fred ”Casa Anuja”, and Jorge L Santisteban. We are a real live club at the moment.
Kenny stated, I am not going to go in the order of the Agenda.
Rent a room/space for HPYC: We need to transfer our club assets, things we use for Loreto Fest, to another storage place. Domingo: “El Nido's” is trying to meet with Julio, the local head of API, to find out if we can secure a room at the stone building over here or the storage room back by the patio or possibly the yellow building out here, if any of those are available and what they would cost. I should know something this coming week. In the mean time if we do procure something we need to vote to basically on a certain amount we could authorize to spend so we could write a check to secure whatever the executive committee decides to rent . The other alternative is here at Singlar. For a room 12 x 24, which is 32 square meters rents for about 3711 P a month plus $40.00 + electric + IVA, which is tax at 10 % approximately $400.00 a month. Things are changing here; it is getting pretty hard to do something for nothing anymore. Question how much does API wants, we do not know, that is what we have to find out; it might be a better deal. The thinking of the executive committee when we were talking it might be better over there at API there is a small club following now and it will get bigger towards Loreto Fest. Logistically we would have everything over there for Loreto Fest. It would probably be better for our particular needs and to have the flexibility API might be better, Singlar wants a year lease I think, I do not know if they will do it on a monthly base, possibly. I wanted to have the flexibility if we needed to rent something; authorizing 42,000 P for rent; the 22,000 P in the budget is not enough. That possibly is not going to be enough but that will get us going, and then we can have another meeting. Kenny made a motion that we authorize the amount of 42,000 P a year for storage and club facility. Second Dave “Hovdey” Passed
We will have to move the library. Nancy “Brandywine” suggested finding a trailer, like a small office trailer, house trailer. Just for the library it could be open and available all the time. A wall could be put in where part of the trailer could be locked for storage. It was stated Mike “Frenchy” is looking into finding a storage container which we could put on API land and rent the space. Roberta “Peachy” suggested Debbie “Ladyfish” old trailers, as possible give away. This is going to be looked into.
What Kind of Club do we Want: We do not have many people here today, but what kind of club do we want to have? Do we want to continue on as a social club as we have? Or do want to have a more upscale “Yacht Club”. This discussion was tabled to a later meeting when more members would be present.
Donation Committee: Back to the treasury report, Frank told me we have already paid 24,000 P out already this year to the Ligui ASSTED, with another 18,000 P promised to Loreto Internado, Loreto University and Animalandia. We would have 44,000 P balance from 118,000 P made at Loreto Fest, not committed. Need to clarify this more at the next meeting when Frank is here. Fred “Casa Anuja” talked about the helping the Drug and Alcohol rehab center in Loreto, which we have done in the past. We would not give them the money we would take them shopping for supplies and pay for it. There also San Javier school that needs assistance. Dave “Hovdey” stated we need to have money for maintaining and taking care of the yacht club first before committing all the money. Nancy ‘Brandywine” made a motion to add a “Facility Fund” as part of the budget, seconded “Bill “Elusive”. The budget does not have any kind of amortization schedule for replacement items. We need a “Maintenance Fund”. Nancy motion was amended. Kenny made a motion we have a “Maintenance Fund” that we incorporate into the budget, called “Maintenance Fund” rather than “Facility Fund”, seconded Don “No Se” Passed
NEW BUSINESS:
Jar for Ligui Kids Xmas Party: There is a jar here, if you have not contributed, you may contribute at anytime. The kids will appreciate.
Channel 22 Hailing Channel: General feeling is to make 22 the hailing channel and scan between 16 and 22. This does not need a HPYC vote.
T-Shirts for 2009: The estimated cost of the T-Shirt – Tank Tops and Burgees for 2009 would be 9529.00 P, using the same design as last year. Nancy “Brandywine” made a motion to accept the proposed cost of the T-Shirts for 2009. Seconded Bill “Elusive” Passed
HPYC Bar: Bartender, Fred “Casa Anuja” would like to increase the Beer and Bloody Mary's to 15 P. The cost of buying the beer, vodka, mix and ice has been rising. Brenda “No Se” made a motion to raise the Beer and Bloody Mary price to 15 P, Don “No Se” seconded. Passed
Increasing Membership Fees: Kenny suggested we table this discussion until we have more members present.

First Northerly of the Year: October 13, 2008
This has been a little different summer/fall here in Puerto Escondido and area.
The first Northerly of the season came early, Mick “Rhumbline” clocked wind gust to 30 – 33 and wind speeds of 25 in the main harbor.
There were a couple of days some of the hottest temperatures were seen in a while but, the summer was mild on the general whole,
Hurricane Norbert was an October Hurricane.
The locals have said the Heater is switched on July 20th and the Air Conditioner on October 20th. A week earlier than the local prediction the air conditioner has been turned on. The days are pleasant and the nights cool enough for a blanket.
Fonaport: October 12, 2008
On behalf of all the Boaters, Cruisers and Hidden Port Yacht Club we would like to thank Fonaport and all the employees at Puerto Escondido for their assistance and support before, during and after Hurricane Norbert. The feeling of all the boaters that were moored in Puerto Escondido during Norbert was very positive towards Fonaport.
Most important, a very special thank you for fixing the moorings in the harbor making them safe and secure. This is the first Hurricane Puerto Escondido has had in the last 4 years in which a boat did not break lose from any of the mooring.
Hurricane Norbert: October 11, 2008
Category 2 Hurricane Norbert finally came Sat October 11th, 2008. If you have to go through a hurricane it is best if it comes and goes in the daylight, and Norbert did just that. He was kind in many ways; everyone had 4 days preparation time from the time we knew he would make his projected visit to us. It was not till Friday that it was certain he would be coming close to Puerto Escondido. Puerto Escondido was on the lee side. There were no boats damaged or walking about. Two on board owners did have to make minor adjustments during the storm. There was no damage in Tripui or Juncalito. Juncalito and Ligui did lose water. The last good thing was there were no high high tides. 1.6 was the highest.
There was no pre rains or winds to mention. Friday the clouds started to cover the area and by Saturday morning they started to build. It was not till after Norbert was close to landfall on the Pacific near Puerto Charley; located between Santa Fe and Bahia Magdalena around 10:30 MDT with estimated winds of 105 MPH did the clouds really start to darken and become serious with rain as they lowered on the mountains. The rains came straight down for a long while. The winds came out of the south –south west clocking around to the North West. Depending on where you were and how the winds funneled in that area. The highest wind speed gust reported was from Ed “Pacific” in Tripui of 110 mph. The gust in the harbor was clocked at 57 mph. Hovdey reported 80 mph on the hard in Marina Seca. Fred “Casa Anuja” reported 6 inches of rainfall in Juncalito and counted 45 waterfalls
By 4:00 P.M. Norbert was located at 25.7 N. 110.3 W about 70 miles East – Southeast of Loreto, moving on a northeasterly direction. As he was leaving with wind coming from the north, in the harbor water came in though the windows and in Juncalito crashing swells pounded the beach.

When does a Hurricane come to Puerto Escondido with out a party? Hurricane Norbert, luckily not a bad one, was give an Adios at a Tuesday Party - Brunch. Many from the harbor and land came to tell their story of Norbert.

Wet Experience through “Norbert”: October 11, 2008
A good lesson learned from my first hurricane.
I was just minding my own business, going through a hurricane like usual, when I heard a loud bang and felt the boat swing sideways to the wind. The safety line I installed on the mooring ball had gotten too much slack, and wrapped around the keel, drawing the mooring ball up against the hull. This instantly turned me broadside to the storm.
I put out a call to Terry on “Manta” for any suggestions. His suggestion was to take advantage of the “lull” and go over the side and clear the line. Well, the wind was blowing pretty good with small chop, but I knew I didn’t want to get hit with the full force of the hurricane sideways. The info out, was we still had about 2 to 3 hours before it hit us the hardest.
I got my mask and fins and slipped into the choppy water. The first trip into the water showed the safety line was wrapped a full 360 degrees around the keel. I had to climb back on board to loose the line. I then went back in and had to dive under the keel to free the mess. When I got back on the boat, I pulled the safety up tight, and didn’t have any more problems. I would like to thank Terry “Manta” and Mick “Rhumbline” for standing by the radio, and Ray “Adios” and Carlos “Mango Mambo” for coming over in the dink to check on me.

Sailing Vessel “Evenstar”
Tropical Storm Julio: August 25th, 2008
Tropical Storm Julio was not a
bad storm. There was very little wind. Fred measured 8 inches of rain in
Juncalito. (Loreto got more rain than we did) In the waiting room ‘Rambrosco”,
the old “Allie” broke lose. Kenny, Mick and Terry secured it for the night her
anchoring is being repaired.
The water and
air temperatures have cooled down, making it a cool August end.
Fernando's Tienda, the roof did not collapse, the ceiling tape came lose, not good but not the worst. While no one in Loreto had bread or milk, Fernando did!!
The road to Constitution is now
open so supplies have started to flow.
Juncalito is
using the old river bed to drive in and out. Jose’s sons came out yesterday with
their heavy equipement to fix the road. The roads around the harbor are a mess
but some are drivable.
The new bridge had one side
open coming south, so the other side will get finished soon.
July 2008:
July has found many happenings and events in Puerto Escondido and the area.
New: The Tienda in the R.V. parking at Tripui is great. Fernando and his lovely wife has a good selection of items; fresh veggies come in on Tuesday and Thursdays. and the store is air conditioned. If one needs something just ask and Fernando, he will bring it in for you. He also will give you a ride back to the dinghy dock if you have bought too much to carry. A small outside eating area is being built for hamburgers etc.
New: "Porto Bello" restaurant is open on the second floor of the Fonaport building, they are open 7 days for breakfast, lunch and dinner. It is owned by Pedro. Pedro and his family also have the new little Tienda for ice, beer and sodas located on the first level under the restaurant. Porto Bello has become the meeting place for Mexican Train, Baja Rummy and the Men's Poker night. (See Events Page)
Fonatur has started land improvements digging up all the streets, taking out all the lights leveling everything putting in new water lines and underground electrical lines, developing the land for building lots. The area affected is from the circle to the Fonaport (Singlar) gate, to API and all street in between. The dinghy dock was moved to it summer position, this can still be reached via vehicle. At the old mooring building - HPYC club house where the book exchange is located an area has been set up to cook and feed the workers. The book exchange room is open an available for books as in the past.
After a month of no diesel, diesel is now available again.

Singlar New Name "FonaPort": June 27, 2009
The new hailing name for Singlar is "Fonaport". The Singlar name is long longer used in P.E. or any other former Singlar facility. Use the new name call when hailing or entering Puerto Escondido main harbor, for a mooring ball, and fuel services
Other news concerning Puerto Escondido: This is not connected to the name change.
Fonatur has started major ground leveling on the land leading into the harbor. Any old
infrastructure has been removed. (This does not include the modern day ruins) The land is to be divided into lots and sold. There are no times set on completion that we have heard. The leveling is moving rather quickly.HPYC MEETING: May 15, 2008

The meeting was called to order at 3:56 P.M.
Minutes: The Secretary, Connie “Sunlover” read the minutes from the March 30th meeting. John “Topaz made a motion to accept the minutes as read, Joe “Amigo Joe” seconded. Passed
Treasure Report: Frank “Peregrino” presented the Treasury Report. L.F. made 50 % more this year than last year. I need to do the accounting to know how much the beer and hot dogs made. A motion was made by Debbie “Ladyfish” to accept the treasure report, seconded by Joe “Amigo Joe”. Passed
Commodore Kenny spoke about his ideas for the future of HPYC. This years Loreto Fest was fun with everyone having a great time. He appreciated everyone’s help and hard work during the Fest. If we keep working at it the fest will even a better one next year. Some of the things I see happening is this year it was a little different type of cruisers than in the past, having newer boats, a little more money to spend being more affluent. We have used the old mooring building for many years, but it is getting to where we want to maybe bring our club up to a level where we have a nicer place to meet, better facilities, a sailing program. There is a lot of things we could do as things go along, but we will have to this a gradually. But nothing is going to stay the same. I am looking to the future and everyone on the board is a worker. ”Remember it’s “Not what the club can do for you what you can do for the club.”
HPYC Youth Sailing Club: Ward “Footloose” talked about the sailing program. . I started a sailing program in the states in 1999. Connie “Sunlover” and a few other people approached me about starting a sailing program for the kids in Ligui, Loreto and maybe even the college. The idea is to get kids out on the water in a boat giving them another avenue. First we need some boats. We are looking at the Lido 14’. I talked to some of the people in town about raising some money or donating some boats. There was also quite a bit of interest during Loreto Fest, people asking about the sailing program and the items donated to the Silent Auction for the sailing program. Also some parents in Loreto Bay asked about wanting their kids to have sailing lessons. Charging them could fund 3-4 other kids to sail. I was approached by a gal at Loreto Fest, Catharine Cooper, asking what we needed, please send a list of items. The list was emailed, the reply, “We will take care of every thing on the list.” There are other people looking for boats and equipment. Bob “Vela” offered to help, he has taught sailing before. Darlene mentioned the College tourism program, this would be right down their alley; there would be lots of volunteers to help. Nancy “Brandywine” said they have a Capri 14’2 the club could use as long as it has a sailing program. Domingo “Domingo’s Place” said he would donate $500.00 to buy a boat and would go to other merchant in Loreto for donations. Their name could go on the sail or boat for donating to the program. Alexander Ogilvie “Schatzi” a member of HPYC said we could use his 22’ boat to take out 2-3 at a time. Storage for the boats is being check into with Singlar or HPYC getting a club house area with an area to store the boats. I hope to have the program ready to roll by fall.
Loreto Fest: There was much discussion about this years L.F. and suggestions for 2009.
Frank “Peregrino” is trying to figure out how many hot dogs were sold at Loreto Fest. The extra food left over was donated to Ligui Dormitory. Vicki “Cat house” Bay Clean Up and raising funds for the Internado school is an important part of Loreto Fest. But people come to have a good time and camaraderie. There are a few who work hard but volunteers have felt alienated, manipulate and betrayed in the past. There seems to be a battle of wills, this is everyone’s Yacht Club. It is not up to any one individual, this needs to be addressed. Kenny “Brandywine” expressed his personal thoughts as Commodore, he would like this Yacht Club to work smoothly we did not have many glitches at Loreto Fest this year. Most everything worked smoothly. We do have a new younger group; more people danced and danced every night. He did not hear any negative about the Fest this year. The Roman Gods and Goddess was a great idea, and the D.J. music was great. The pre Loreto Fest. preparation can get intense especially when many of the volunteers are not here till the day before it starts. Everyone needs to keep their egos out of it. Janet “Mystical” received a lot of positive feed back, the musicians got a night off to have fun, dance and were able to do a better performance Sunday night. Janet “Mystical: Prizes should be graded to the places 1st, 2nd, 3rd etc. John “Topaz” said what he and Nancy did was divide into four groups – committee head group – contest – etc. Janet also suggested reading out the names of the donated prizes and who donated them. They had only been posted on the bulletin board this year. Put some on the prizes in the silent auction. Some prizes were put in the Silent Auction this year. Neka: Raffle off the quilt rather than put it in the Silent Auction. Joe “Cat House” More fun will get more people here; people having fun the money will flow. Dave Hovdey – Attract more people to Loreto Fest and secure price from Singlar for L.F. for a week. This was our first time at Loreto Fest there was great input from other cruisers before hand, we wanted to come. Give better communication on games and events for people to know what all is happening and the tournaments. Nancy “Brandywine” Maybe second games going just for fun, not tournaments Dario “Ballena” HPYC as a group send pictures and letter to Singlar for better prices . Janet “Mystical” suggested the letter be signed by HPYC members this would be more impressive. Frank “Peregrino” Asked who and how much was donated for the D.J., Dave and Merry “Airops” donated the $280.00. John “Topaz” made a motion for the D.J. music to be added to the budget next year. Joe “Amigo Joe” seconded. Passed Singlar Mooring Prices need to be posted in more places. Plate’s silverware – HPYC provide plates and silver ware for Loreto Fest Dinners. Donations from Loreto Fest 2008: Darlene “Peregrino” spoke about the Ligui high school dormitory “AsistED”. At this time they are not in the government’s program for assistance. What they have is what they have been able to do with what monies that have been donated. Next year 23 will be in college and 36 in high school. Darlene is also in contact with Patty Ferrentino with the Loreto Internado school, she is communicating with Patty about HPYC sponsoring 2 children at the Loreto Internado. Last year we donated 4000 P to the Loreto Internado School- 14,000 P to the Loreto University, 24,000 P to the Ligui AsistED and 2000 P to Animalandia. Until donations can be fully reviewed by the Donation Committee, Kenny “Brandywine made a motion to donate 4000 P to the Loreto Internado, 14,000 P to the Loreto University, and 24,000 P to the Ligui AsistED. After some discussion Bernadine “Chica” clarified that The HPYC Commodore Gavel, had been presented by her to the Club by past Commodore Angus Mackenzie, and that she and he intended that it pass to the new Commodore at each election.

Passed There was discussion for changing the price for the burgees as there was a small increase in the cost this year. By-Laws and Rules: A revision of the By-Laws & Rules that included changes made at the last meeting was presented by Frank” Peregrino” A short discussion and in response to a request from Mary “Lee Ann”, By-Law 4.9 was clarified by inserting the word “of accession” immediately after “in order”. A motion was made by Elvin “Sealover” seconded by Joe “Cat House” to accept the Club By-Laws and Rules, which were then adopted by consensus. Passed
Progress Report on revising the HPYC – ACTA: Frank ”Peregrino” reports that he is working with the accountant to make those changes to the H.P.Y.C. A.C. ACTA needs to open a bank account and to clarify some issues including spelling and the use of our own “Rules of Procedure” (approved by the club) rather than Robert’s Rules of Order, which are extensive and would have to be translated into Spanish by a certified translator at enormous expense to the Club.
Dinghy Dock: Carriage bolts for the step cleats are being obtained. Deck cleats are bought and need to be mounted on the dinghy dock.
Loreto Fest: Connie “Sunlover” reported on the preparation plans for Loreto Fest 2008. Committee heads were asked for. There were some volunteers but more are needed. Permits will be obtained by Kenny “Brandywine” and Elvin “Sealover

Attached is a Christmas greeting from the students at AsistED (Asistencia Educación Superior en Ligüí-Ensenada Blanca, A.C.). Some of our students were away at university and were unable to be included in the photo. They are sorry not to be included, but they join the rest of the students in wishing you a very Merry Christmas and a Happy New Year and in thanking you for your support of the rural education of program.
The program presently includes running a dormitory (Internado) and providing bus transportation for those high school students that live in the mountain ranches and in Agua Verde, giving supplementary financial support to the high school to run a morning session, and offering economic aid to the students in varying degrees according to their needs. This year AsistED is helping 25 high school students and 19 college students.
We of AsistED and all the students send you our appreciation for your continuing help to provide them with the opportunity for higher education.

Singlar: December 13. 2007
At long last Singlar is fixing - rebuilding the moorings in the main harbor. They now will be all chain from the block up. This is a big step for Puerto Escondido, Singlar and Cruisers.
Singlar a couple of months past had lowered their haul in - out rate in half for the Marina Seca.
The same friendly and helpful office staff and employees are still available to service you.
Ligui Tienda: December 2007
The Ligui Tienda now has electricity. There is ice available and other colds food items. They have also increase the size of the store to handle more stock.
HPYC MEETING: December 12, 2007

Election of Officers:
The annual election of officers normally held in December was discussed. It was voted to hold the Election of Officers in March each year. The nominees will be communicated in advance via ham radio, and web page. The new officers would take office in April. Voted and Passed
Mexican Club:
Frank “Peregrino” presented a report on the ACTA, Alejandro, and possible new members on the ACTA board of Directors.
Dinghy Dock:
Kenny “Brandywine” presented a report on the Dingy Dock progress. At the time of the meeting none but Kenny had talked to Martin Sanchez. He talked with him Wednesday morning on the telephone and was meeting with Martin and Octavio on Thursday A.M.

Elvin, “Sealover” stated after 5 fun and rewarding years of being Commodore of HPYC said it was time for him to retire. He would always help out where help was needed but it was time for some new blood.
Brunch Committee:
Commodore Elvin said we need some people to organize brunch on Sunday. Darlene “Peregrino” volunteered to head a committee to organize the brunches, but could only direct. Fred “Casa Anuja” said he would do the bar.
Theme for Loreto Fest 2008:
Themes were discussed and voted upon. “Roman Gods and Goddesses” won.

On behalf of the children in residence, the director of the Albergue #8 (the Loreto Internado), and our committee, I wish to express our heartfelt gratitude for your generous donation of $4,000 MN towards our scholarship program.
These funds are held particularly to advantage the further education of two young women – Carmen Karina Gonzalez Guevara and her younger sister Maritza Gonzalez Guevara. These girls now reside in colonia Miramar, but were originally from Juncalito and are personally known to several of your members. Both have achieved and maintained a very high level of academic achievement and have shown as unusual spirit of responsibility and dedication.
Carmen is now attending class at the UABCS in Loreto, studying Ecotourism and Maritza is attending the Preparatoria in Loreto, where she is an exemplary student.

Added to the Agenda was Reading of the Minutes,, Treasurer’s Report, and Other Business. Frank “Peregrino” read the minutes from the October, 5th 2007 HPYC meeting. Accepted as readTreasure, Frank "Peregrino" then read the treasurer’s report. Report was accepted. He also raised concern that a loan to Romulo of API was made for 5000 P using money from the dinghy dock set aside money. This was unauthorized because we cannot legally make loans or gifts to individuals, only to legal non-profit organizations. Furthermore, the By-Laws of HPYC do not allow emergency expenditures over $200 USD to be authorized by the board, and these then have to be approved by the membership at the next meeting. A discussion followed and Fred “Casa Anuja” bought the loan. The accounting is now correct.
OLD BUSINESS:
Donation Committee: Bob “Vela” reported the committee’s recommendations for the 2007 donations.

A motion was made to accept the recommendations. It was voted and passed with one opposed.ACTA: Frank “Peregrino” reported on the ACTA. He still has not been able to meet with the ACTA President Alejandro. It was suggested we look for a new head of the ACTA. Peter “Cheerios” proposed Chinto from Juncalito and Connie “Sunlover” Domingo from El Nido’s as possible people for this position. Frank will look into this.Nomination Committee: Frank “Peregrino” bought up that we need a Special Election to replace the 2 vacancies on the board of Vice Commodore and Secretary. Commodore Elvin “Sealover” said our yearly election is in December. Voting in the vacant positions could be done with the yearly election. Elvin had stated in the past he would continue to be Commodore till December when he could be voted out. If he is not voted out or there is no Election of Officers he will resign in December.By Laws and Rules: Bob “Vela” one of the 3 on the committee stated the ACTA needed to be changed. After some discussion he understood this committee was looking at the By Laws and Rules only. Peter “Cheerios” asked for an extension of time till the December meeting for their report. This was granted.Dinghy Dock: Commodore Elvin “Sealover” reported Martin Sanchez and Octavio have received the 13000 P deposit to buy the material for the 3 rafts and ladder for the dinghy dock. The club has the carpet.

HPYC MEETING: October 5, 2007
The Board of Directors – Commodore: Elvin, “Sealover” – Treasure: Frank, “Peregrino” and Alternate Secretary- Treasure: Kenny, “Brandywine” called the meeting to order at 4:00 P.M. Friday October 5th 2007 with 18 members present. Minutes of last meeting read by Alternate. secretary - Kenny Corrected: It was added that 16,500 pesos was delivered to Marlena - Donation accepted; passed as corrected Treasury Report- Frank, “Peregrino” gave a preliminary report on Loreto Fest 2007. The Loreto Fest net profit was approximately $53,000 Pesos.
OLD Business:
Discussion: Frank, “Peregrino” explained that we need to upgrade our bylaws and meeting rules. A 3 person committee was appointed by Elvin. Bob “Vela”, Kenny “Brandywine” and Peter “Cheerios” are to read and edit the Bylaws and Rules of Procedure and Rules of Debate, (A simplified version of Roberts Rules of Order) to present at next meeting. Contribution Committee - 3 persons were appointed by Elvin for this committee: Connie “Sunlover” Joan “Challenger”; Bob – “Vela”. Frank will provide a list of Loreto Charities.
NEW BUSINESS:
Dinghy Dock: Kenny presented proposal by Martin Sanchez & Octavio for Dinghy Dock Repair in the amount of 23,000 pesos including stairs. A motion was made by Peter "Cheerios" to authorize up to 25,000 pesos for dinghy dock. Bob “Vela” seconded. Passed unanimously To help raise money and defray costs of Dinghy Dock maintenance & repair It was suggested to have some kind of fee in conjunction with Loreto Fest - a registration fee was suggested. A motion was made by Dave on “Carlota” to have a $10.00 Registration Fee at Loreto Fest. Kenny “Brandywine” seconded. Passed unanimously Darlene “Peregrino” brought up the idea of renting a space from Singlar for a Clubhouse & Functions. Elvin was to check on this. Peter “Cheerios” brought up the subject of an Ice machine at Singlar. Elvin reported that they would not provide ice under any circumstances. Loreto Fest Dates: First weekend in May - May 1st, 2nd, 3rd and 4th, 2008. Joan “Challenger” mentioned Laundry service is now available at Tripui. Maybe they would carry ice too? Connie gave a report on the status of T-shirt sales and ordering priorities.
The question was raised do we have a new shirt design? A motion was made by Dave “Carlota” to have a design change for T-Shirt Design Logo for next year. Carlos “Mango Mambo” seconded. Passed

Afloat: September 14, 2007 "Moon Me" and "Erikazona" are a float. "Le Petite" is off the bottom and on the hard. Hurricane Henrietta: September 4, 2007August, September and October is hurricane time. Everyone stays alert to Don" Summer Passage" and Gary: "Burro Cove" weather. When we heard about tropical storm Henrietta 200 miles south of Cabo, time to pay attention, It was possible that she could develop into something more and maybe come our way. It had been a fairly mild summer in this part of the sea. The water temperatures staying cooler than normal. Henrietta made landfall between Cabo San Lucas and San Jose del Cabo. She traveled across land toward La Paz going back into the sea in the area of Cabo Pulmo, making a northward path up the sea pass Puerto Escondido on to Guaymas .She announced her arrival around 2:30 A.M. Henrietta, Category 1, was not a real strong hurricane nor did she hold the rain they thought she might. But making her presents know in the middle of the night with the winds hitting just right caused havoc in P.E. Winds were mostly out of the northwest at 75 knots with gust to 80 knots. There was little fetch in Piano Cove. There was not a high tide until after the storm had past P.E.Main Harbor:
"Le Petite", "Backstreets", and "Boardroom" all sunk. "Erikazona" dragged her mooring and ending at the launching ramp, "Defin Solo" broke her mooring, but was able to get their anchor down and held through the storm, no damage. Ellipse: "Moon Me" had damage to one side; she was med tied. Waiting Room: "Rumline" snapped their mooring line hitting the starboard side of "Last Mango" keeping "Rumline" from going onto the rocks. "Western Sea" went into the mangroves, but is now back on her mooring with minor damage. The dinghy dock also suffered some major damage; it is in three pieces.
Keith on "Kaliroy" is O.K. They rode the hurricane out at Isla San Jose. Nobody had heard from him since before the hurricane and we were all getting very worried.

First Chubasco of the season: August 13, 2007
Monday night from Loreto to Agua Verde everyone was treated to a summer lightening show, one like you can only get in the sea. Around 11:30 P.M. the lighting increased, the rumbling could be heard over the mountains and from the south the winds started. Winds were clocked from 40 mph in Juncalito Bay to 65 mph in the waiting room. One boat tied to the Singlar dock said he clocked gust up to 80 mph. Two boats drug “Susie” and “La Pettie” Neither caused any damage nor were they damaged. The guard shack at the entrance to Singlar blew down and many of their trash receptacles blew into the water. All of the trash cans have been rescued. There was some rain.
Chubasco's - Summertime
This is the time of year when a Chubasco can happen. Be safe, careful in your anchoring, clear the decks or secure all lose items and keep your radios on at night, Where you are anchored you might not be able to visibly see some of the warning signs for a Chubasco, but others can and do report this on Channel 16.

Minutes of the April Meeting
Call to order by Commodore Elvin “Sea Lover” at 3:10 p.m. Members present 18. Secretary Mary “Angelos” read the March 2nd minutes. Accepted as read Mary then read the resignation letters from Debbie “Ladyfish” Vice Commodore and from Mary “Angelos” Secretary.
Treasurer Frank “Peregrino” read the Treasurer’s Report. Accepted as read
Frank then read out the categories for the budget. A copy is posted on the bulletin board and will be posted on the club web site.
Kenny “Brandywine” reported on the donation to Marlena, for her daughter's university costs. It is costing $2500 US, not including room and board, for one year of school.
Kenny then thanked Mary, Connie, Debbie, Frank, Elvin and Kip for the work they do for the club.
Elvin “Sealover” reported that we have permission to hold Loreto Fest on the API site, and that we can use their water and electricity. He has obtained the permits from the mayor's office and police to hold Loreto Fest. Fred is looking after the beer and tents. Elvin is investigating ordering the food and supplies, for Loreto Fest from Pescador, Marlena and negotiating payment terms. Elvin has word from Singlar that they will have a special rate for weekly and monthly moorage. Daily rates will remain the same. An example, the monthly rate will be 2 pesos per foot per day for a forty foot boat.
Sam “Maverick” moved, Connie “Sunlover” seconded the motion to dedicate Loreto Fest to the memory of Rainey “Casa Anuja”. Passed
Kenny “Brandywine” volunteered to put the word out about Loreto Fest on the Single Side Band net and Bob “Our Realm” offered to do the same for the Ham nets.
Kenny “Brandywine” moved, seconded by Nancy “Brandywine” to approve the reorder of T-Shirts in the amount of $400 US. This total may include the order of beer cozies. Passed
Frank presented a shortened version, 2 pages, of rules of procedure for a meeting to be used by the club instead of Roberts Rules of Order. This will be much easier to get translated into Spanish. A copy is posted on the bulletin board and will be on the club web site. A rewritten version of the by laws and rules will be available by next meeting, to be held on May 7th. To be voted on then. A proposed change;- to enable any willing member , regardless of family connections, to serve on the executive and that three executive and 10 members be required for a meeting. The executive will be expanded to have two alternates. Also to be changed is the meeting date to first Monday of the month, at 2 pm hot dogs, and 3 pm for the meeting.
The question of problems opening a bank account for the Association Civil are to be investigated by a meeting of Frank “Peregrino” and Fred “Casa Anuja” with Alejandro “Chaska II”.
Bob “Vela” volunteered to chair the nominations committee. Darlene “Peregrino” and Joan “Challenger” also volunteered.
Connie “Sunlover” moved, seconded by Bob “Our Realm” To continue using channel 16 on the VHF radio as the hailing channel. Passed Bob “Our Realm” suggested that we use low power as high power VHF radio blasts into Conception Bay.
Bob “Our Realm” and Elvin “Sealover” volunteered to fix the ojas on the composting toilet in the API yard.
Kenny “Brandywine” agreed to head a committee to devise a system to enable boats to stern tie in the Ellipse.

Loreto Fest 2007 - Moorings: April 1, 2007
To answers some questions:
Singlar has not reduced their prices, we have been told they would be doing so for the last month. IF and when they should everyone will be informed.
There will be a “Loreto Fest 2007” there are other anchoring options. These are not as convenient as in harbor but doable. We have approximately 85 RSVP’s. The “Show” will go on with most of our normal program. Set your sails for “Loreto Fest 2007” don’t be one of the ones to miss out on all the fun.

Elvin reported that Singlar has been asked for a special rate for Loreto Fest for April 15th to May 15th. There has been a shake up at Singlar in Mexico City and we are still awaiting a reply. Singlar has offered the use of their yard for Loreto Fest.
Shinto on behalf of Marlena repaid the promissory note for 60,000 pesos. He gave the club a million thanks from Marlena for its help.
Kenny “Brandywine” moved to give US $1500, to Marlena, for tuition for her daughter attending a graphic arts program in La Paz. Bob “Vela” seconded the motion. Passed; One opposed. Committee of one, Kenny “Brandywine”, is to consult with Marlena on how and when the money is needed.
Shinto's daughter Lizbeth announced a new laundry service for boaters. It will be picked up at the dinghy dock at 10:00AM Mondays and Fridays and will be returned to the dinghy dock at 4:00 PM on Tuesdays and Saturdays, for a charge of 50 pesos per load washed, dried and folded.
Connie “Sunlover” reported on T-shirt and burgee sales and requested permission to order more supplies. Mary “Angelos’ moved, Debbie “Ladyfish” seconded that 72 ladies tank tops be ordered from the U.S.A., now and at the end of the month 200 t-shirts be ordered from La Paz, plus 50 burgees, 50 can cozies, and 50 bottle cozies. Passed
Frank “Peregrino” presented the Revised Rules and By Laws. He received agreement to have the club rules of order to be a one page summation of Roberts Rules of Order to be translated into Spanish for the Association Civil document. There was also agreement to remove the meeting date and election of officer’s sections from the Rules as they are covered in the By Laws. Cold wind and departing members cut the meeting short. The rest will be discussed at the next meeting.

Elvin reported on the Jan 25th meeting with the Mayor of Loreto and the Governor of Baja California Sur. The Governor set up a meeting with Brian Westal of API inPichelingue. La Paz, January 30.

New Business: A report on a donation to Magdalena and Willie’s family was given by Roberta "Peachy" from the donations committee. The two sons are looked after at this moment in time but the daughter who is taking Graphic Arts in Sinaloa State on the mainland could use some help. Ted "Siempre Sabado" moved that the HPYC donate a one time amount of 10,000 MN, seconded Kip "Angelos". Tabled until Magdalena is in attendance to answer some questions.
Frank "Peregrino" gave a thank you to the club for the donation from the bake sale for the Lugui Internado Christmas party. Forty-two kids and teachers attended; Tamales, beans, hot chocolate, tres leche cake, piñatas, etc. were served.
Report given by Elvin 'Sea Lover' on the possible purchase of Willie’s store and taking over the lease close to the Mex # 1 Hwy. A meeting was held with Magdalena at Ralph’s "Atajo" palapa with Elvin, Ralph, Ginny, Mary and Kip in attendance where she, Magdalena, outlined what she was asking for the place. A copy of the details is included in these minutes.
Report by Ralph "Atajo" regarding the status of our tenure in our Clubhouse. He mentioned that a gentleman’s handshake agreement is now at an end with the leaving of Peter Maxwell as the local head of Fonatur. At this time we do not have an agreement with the new head of Fonatur.
Magdalena was invited to address the meeting with a plea. Her request was for a short term loan to help with her the finances after the death of Willie; a member in good standing of the HPYC and a Director of the newly founded ACTA. She requested 60,000 MN for two months. Without this loan her Life Insurance policy with the Bank would be cancelled and she would lose the pay-out of 400,000 MN. Kip "Angelos" moved that the Club lend the 60,000 pesos to Magdalena repayable in two months with a promissory note. Seconded by Ralph "Atajo". Passed.
Ralph "Atajo" moved and Patti "Bagaboundo" seconded that a committee be struck to look into the possibilities of getting a land based spot for our club. Passed. The committee would consist of Frank "Peregrino" Treasurer of HPYC, Elvin "Sea Lover" Commodore of HPYC, Alejandro "Chaska II" President of HPYC /ACTA and Kip "Angelos" Head of the Permanent Facility Committee. If after talking to API, Singlar and possibly the Bancomer in Loreto, and if they come up with a blank; there are two further options that will be considered. Possible purchase of Magdalena’s store and take over her lease A floating clubhouse that can be moved from the ellipse to the canals when necessary.
